Law-Enforcement Technology Company Assists Agencies in Grant Applications For Federal Funding to Deploy Pursuit-Mitigation Solutions

VIRGINIA BEACH, Va. – May 24, 2010 – StarChase LLC, a company specializing in tagging-and-tracking pursuit-management solutions for the law-enforcement sector, announces that it is now offering grant program support for law-enforcement agencies.

“Law-enforcement agencies are searching for new tools to reduce the risks of high-speed chases, but under the current economic climate municipal budgets are simply unable to fund deployment of promising new pursuit-mitigation solutions such as StarChase,” said Karen Jaffe, StarChase CEO. “For that reason, we have set up a team of experts to direct agencies toward appropriate funding sources, assisting with applications and reviewing grant requests to obtain federal funding.”

StarChase has engaged the expertise of a federal consultant, Carl R. Peed, and a grantwriting specialist, Margaret Stark, to help law-enforcement agencies identify available grant monies and provide assistance to secure the needed funding.

Carl R. Peed will work with StarChase and law-enforcement agencies in order to better understand and navigate federal funding sources. With an extensive background in the lawenforcement sector, Peed formerly headed the U.S. Department of Justice’s U.S. Office of Community Oriented Policing Services (COPS), with responsibility for investing more than $11 billion for the advancement of community policing to nearly 13,000 law-enforcement agencies throughout the nation. He previously served as Director of the Department of Juvenile Justice in the Commonwealth of Virginia, Sheriff of Fairfax County and in other law-enforcement positions.

Margaret Stark will work closely with agencies to access specific grants, and will review and offer direction for their submissions. With over 15 years experience in grant writing, she has supported over 8,500 law-enforcement agencies in obtaining grant-related information for applications and assistance of over $100.5 million in funding. Stark also teaches grant writing classes in academies, law-enforcement facilities and individual agencies across the U.S.

The patented StarChase technology reduces dangerous high-speed police pursuits by providing a mechanism for remotely tagging and tracking a suspect vehicle. A compressed-air launcher on the police vehicle fires a GPS tracking device that adheres to the fleeing vehicle, allowing law-enforcement officers to follow from a distance while dispatchers track vehicle location and movements via a secure Web-based mapping application.

“As recently reported in USA Today, instances of high-speed police pursuits are on the rise across the nation, too often ending tragically with innocent bystanders killed or injured,” said Jaffe. “StarChase’s tagging-and-tracking solution can convert a dangerous high-speed chase into a slower-speed deliberate interdiction strategy under dispatch control.”
