STARCHASE ANNOUNCES PLANS TO BETA-TEST VEHICLE TAGGING AND TRACKING TECHNOLOGY WITH LOS ANGELES POLICE DEPARTMENT

VIRGINIA BEACH, VA – February 2, 2006 - The Los Angeles Police Department (LAPD) has signed a Letter of Intent (LOI) with StarChase LLC to serve as a pre-commercial beta-test site for StarChase’s patented vehicle tagging and tracking Pursuit Management System.

Under the agreement, LAPD will install prototype StarChase systems on marked patrol vehicles for testing and evaluation. The trials are expected to last four to six months.

The StarChase system, which has been developed to alleviate the need for high-speed chases of suspect vehicles, consists of a vehicle-mounted launching device, which discharges a projectile “tag” containing a miniature GPS receiver, battery and radio transmitter, embedded in an epoxy compound. The tag adheres to the suspect vehicle and transmits its location coordinates to a central location, where it is superimposed over a computer map display.

Sean Sawyer, president of StarChase LLC, said, “We are extremely pleased to be joining efforts with the one of the nation’s premier police departments to serve as our first test bed for the StarChase Pursuit Management System.”

LAPD Chief William Bratton said, “We believe this technology and the trials associated with it, will potentially give police officers yet another tool to minimize the damaging risks associated with high-speed pursuits. My goal is to protect not only my officers, but the general public as well.”

Sawyer noted, “We are very close to an agreement with a major state highway patrol organization to serve as a second pre-commercial test site, and we expect to make an announcement soon. These two test beds will give us excellent feedback from law enforcement agencies with different pursuit-management policies and requirements.”

Trevor Fischbach, StarChase vice president, business development, said, “This technology offers an affordable, accurate and adaptable solution that permits officers to convert a dangerous high-speed chase scenario into a more deliberate and controlled interdiction strategy.”

Fischbach said that StarChase expects to start deploying commercial systems in late 2006.

StarChase LLC is based in Virginia Beach, Va. The company was established in 2004 and is privately held.
